Представлена авторская концепция пограничной безопасности, основанная на аксиологическом подходе как на важнейшей составляющей системно-деятельного подхода. В контексте аксиологического подхода выстроена система понятий теории пограничной безопасности, а также дана классификация задач совершенствования защиты и охраны Государственной границы Российской Федерации.

The relevance of Russian Federation border security ensuring caused by accelerating of globalization process, the rich natural resources of our country, as well as increasing of its economy openness due to the accession to the WTO. Meanwhile, the theoretical and methodological basis of ensure of the protection and guarding of the State border of the Russian Federation are far from perfect, that's why  development of the general theory of border security is extra-actual. In our opinion, the most appropriate format for the safety research in general, and border security in particular, is a system-activity approach and axiological approach as its essential component. The logic of system design concepts of the theory of border security in the context of axiological approach allows us to construct the sequence «national treasure (wealth, resources, and its value) — border harm (damage to the national heritage in the border area, as well as damage from the border crossing by someone or something) — border dangers, border threats, and sources of these ones — border security». As part of the axiological approach we refine the definition of each element of this logical sequence, classify and characterize the border dangers, threats and damage, as well as the main challenges and problems of protection and guarding of the State border of the Russian Federation.

Thus, we highlight the following groups of tasks to be solved in the aim of improving of the Russian borders protection:

1) protection and guarding of the State border on land, rivers, lakes and other water bodies,

2) in the maritime border space,

3) on the lines of international communications,

4) in the Arctic region.

We pay particular attention to the moral and psychological aspect of protection and guarding of the State border and border security in general.
